Russian Science & Technology Opportunities for U.S. Business Announcing: The MARBC - U.S. State Department Seminar Series

PHILADELPHIA, PENNSYLVANIA - The Mid-Atlantic - Russia Business Council and the U.S. Department of State announce a series of seminars on "Russian Science & Technology Opportunities for U.S. Businesses." The eleventh seminar of this series is supported by the University City Science Center Institute, the Eastern Technology Council, the World Trade Center of Greater Philadelphia, Philadelphia U.S. Export Assistance Center, Innovation Philadelphia, Entrepreneurs' Forum of Greater Philadelphia, Temple University Small Business Development Center, PA e-Commerce Association, Pennsylvania Chamber of Business and Industry, and Imark in partnership with the BISNIS U.S. Department of Commerce, and sponsored by the U.S. Industry Coalition and EPAM Systems. The Seminar will take place on November 13, 2002 at the Valley Forge Convention Center (click here for directions) in Philadelphia in conjunction with the ITEC Technology Exposition and Conference on November 13th and 14th. Congressman Curt Weldon, Co-Chairman of the U.S. Congress-Russian Duma Working Group, will give a keynote presentation from 10:30am-11:15am. The main program of the MARBC-U.S. State Department Seminar will begin at 11:30am, followed by ongoing exhibitions and presentations in the MARBC Theater. A delegation from the Russian Federation representing companies in the information technology and other technology industries will be present to have a panel discussion from 3:00pm to 4:00pm and to exhibit the latest advancements in Russian technology throughout the ITEC Conference.

Seminar sessions will be led by representatives from the U.S. Department of State's Partners Program. The Partners Program, through Science Centers in Moscow and Kiev, offers U.S. businesses a protective infrastructure for funding basic and applied research projects, technology development, and technology demonstration research in the former Soviet Union. Included in these sessions will be presentations by U.S. corporations with significant transfer technology collaboration experience in Russia. These presenters include a diverse group of representatives ranging from major corporations to small businesses, and from research universities to technology associations and foundations such as U.S. Industry Coalition (USIC) and U.S. Civilian Research and Development Foundation (CRDF).

Not sure why doing business with Russia right now makes sense? Or is your company interested but you need more detailed information before seriously pursuing greater involvement?

These seminars are an excellent way to learn more about the opportunities for business cooperation between American and Russian companies. For U.S. businesses, organizations like USIC and CRDF offer a wealth of experience with research projects and investment opportunities in the former Soviet Union, and the State Department's Partners Program reduces the costs and political risks of funding research in the Newly Independent States. Companies can gain unique access to the former Soviet weapons R&D community and utilize their expertise to work on corporate projects in such fields as biotechnology, instrumentation, communications, air, space and surface transportation, materials, the environment and more.

The Russian Science and Technologies Opportunities Seminar will be organized in conjunction with ITEC, which will be holding its 10th Annual Philadelphia Expo at the Valley Forge Convention Center on November 13th and 14th. Over 6000 business leaders from the Delaware Valley will gather to evaluate the latest in state-of-the-art technology. There will be over 300 exhibits at this yearas event, making it one of the largest technology shows in the region. Educational seminars, round-table discussions, and other events are planned during the Exposition. The MARBC Center will be located in booth 1511 near the MARBC Theater (see floor plan), and will have an extensive display located in the row of booths numbered 1503 to 1525, featuring the vast array of Russian science and technology capabilities.

Curt Weldon, United States Congressman, Co-Chairman of the U.S. Congress - Russian Duma Working Group

The Honorable Curt Weldon has served as Representative of the Seventh Congressional District of Pennsylvania since 1987.  During this time he has been one of the key leaders in the development of closer relations between the U.S. and Russia.  He is the founder of the Congress-Duma Working Group, a bilateral parliamentary exchange, and has played a role in the improvement of Russia's energy supply, environmental policy, and weapons disarmament.  Congressman Weldon is also the author of "A New Time, A New Beginning," a policy outline designed to create lasting and mutually beneficial ties between the two nations.

Joanna Savvides, Director, World Trade Center of Greater Philadelphia

Andrew Hood, Director, International Science and Technology Center Programs, U.S. Department of State -  "The Partners Program - An Opportunity for U.S. Business in the Former Soviet Union."

Andrew Hood is the Senior Coordinator of the U.S. Science Centers Program, and is an official with the Department of State's Office of Proliferation Threat Reduction in the Bureau of Nonproliferation. Mr. Hood has been the Science Centers' senior U.S. representative since October 2000.  He is responsible for directing the U.S. participation in the International Science and Technology Center (ISTC) in Moscow and the Science and Technology Center in Kiev, Ukraine (STCU). These two science centers are dedicated to preventing the spread of Weapons of Mass Destruction knowledge and expertise by engaging former Soviet weapons scientists and engineers in peaceful civilian research and ultimately by providing these scientists with opportunities to redirect their skills toward permanent civilian careers. The United States has been the largest contributor of funding to these two science centers, committing over $150 million to projects and other activities through the Science Centers program.

Gary Tydings, COO, U.S. Industry Coalition - "Commercialized Technologies from the DOE's Initiatives for Proliferation Prevention Program"

Gary Tydings is currently Chief Operating Officer for the United States Industry Coalition, Inc. (USIC).  USIC is a membership association of over 140 U.S. companies that acts as the commercialization agent for the Initiatives for Proliferation Prevention (IPP) program of the National Nuclear Security Administration at the U.S. Department of Energy (DOE). IPP's mission, in partnership with USIC and 11 U.S. national laboratories and manufacturing plants, is to provide meaningful employment for scientists and engineers in institutes of the former Soviet Union by commercializing technology they developed as part of their work on weapons of mass destruction. Tydings has been associated with the program since its inception in 1994.

Prior to joining USIC, Tydings worked at the University of New Mexico first as the Director of Instructional Television and later as Director of Professional Engineering Development.  Tydings' education includes a Master of Fine Arts in Performing Arts Administration from the City University of New York.  While attending the University, he was company manager for an off-Broadway show and was Director of the New York Shakespeare Company acting school.  He also performed in various commercials and was an Adjunct Professor of Theatre Management at Brooklyn College.

Joanne Neuber, U.S. Civilian Research and Development Foundation - "The Next Steps to Market Program"

For the past 10 years, Joanne Neuber has been responsible for program development, research and communication management with non-profit organizations working in the former Soviet Union.  In her current position as Senior Program Manager at the U.S. Civilian R&D Foundation, Ms. Neuber oversees the CRDF's flagship applied Research and Development Grant program, the "Next Steps to the Market Program", a grant opportunity for U.S. Company/FSU Institute collaborations.

Ms. Neuber is an active member of the Association of University Technology Managers (AUTM) and their International Committee, and also a member of the Licensing Executives Society (LES).  She received her M.A. in Russian Area Studies from Georgetown University and her B.A. from Allegheny College.

Michael Considine, BISNIS U.S. Department of Commerce

Michael Considine is an International Trade Specialist with BISNIS at the US Department of Commerce.  Mr. Considine recently came to BISNIS from the private sector, where he worked for the past ten years in Russia and on related Eurasia business development issues.  At BISNIS, Michael is the country specialist for Ukraine and the Eurasia representative for the following industry sectors: Information Technology, Computers and Software, Electronics, and Machinery.  In addition, Mr. Considine is the new manager of the BISNIS "Search for Partners" program and liaison for consular matters for American and Russian business travelers.

Arthur L. George, Partner, Baker & McKenzie - "The Legal Environment for High Technology Business in Russia"

Arthur L. George is a Partner in the Chicago office of the international law firm Baker & McKenzie.  He represents clients in the establishment and operation of joint ventures, in making cross-border acquisitions, and in the various aspects of international commercial transactions and the establishment of operations abroad, including distribution arrangements, contract manufacturing, licensing, franchising, agency and representation agreements, and foreign branch and representative offices.  He has a geographical specialty in Russia and the other countries of the former Soviet Union and Eastern Europe, and he was stationed for over 8 years in the Firm's offices in Moscow and St. Petersburg, which he founded.  He also advises clients on international trade regulations and corporate compliance issues, in particular the U.S. Foreign Corrupt Practices Act, the OECD Convention and foreign anti-corruption legislation.  In Chicago he heads the office's Europe and Middle East Practice Group and the Firm's CIS practice in the United States. 

Mr. George is the author of numerous books and articles on the legal aspects of doing business in the former Soviet Union.  In Chicago he is Chairman of the Chicago-Moscow Sister Cities Committee.  Mr. George received his B.A. degree (summa cum laude) in History and Russian in 1979 from the University of Colorado.  He received his J.D. (with honors) in 1983 from George Washington University Law School, where he was Editor-in-Chief of the George Washington Journal of International Law and Economics.

Sharon Martin, Manager, Customs and International Trade Practice, Ernst and Young.

Sharon Martin is a Manager in Ernst & Young's Customs and International Trade Practice, where she advises clients on international trade related issues.  She has worked with clients on areas from customs compliance reviews, antidumping cases, and software selection to corporate global indirect tax planning. 

Some of Ms. Martin{s projects include managing an overall customs process and compliance review for a large retailer, developing best practice import procedures for a consumer products importer, participating in a global trade agreement analysis for a fiber optics manufacturer, and working on a global valuation study for a large pharmaceutical company.  She also has helped a client to create a database with customs and trade information for several South American countries.  In addition, she has worked with clients to conduct a cost-benefit analysis and to develop return on investment calculation for software procurement projects. 

Ms. Martin holds a Masters of Arts in International Relations from Syracuse University.  She was a Phi Beta Kappa graduate of Bucknell University, where she received a Bachelors of Arts in International Relations and Russian Studies.  She is a Licensed Customs Broker.  Ms. Martin also currently serves as Assistant Treasurer to the Board of Directors of the Organization of Women in International Trade and Vice President for the New York Chapter of the Organization.

John Gallagher, Chairman, CTG Software, Inc. - "Software Development in Russia in Cooperation with the U.S. Department of Energy."

John Gallagher is Chairman of CTG Software, Inc., a company which has worked extensively with the U.S. Department of Energy with a focus on software development in the Russian Federation.  In addition to his role as Chairman, Mr. Gallagher serves the community as an attorney at law.  Mr. Gallagher's practice, which he founded in 1980, specializes in national and international legal services, particularly in regard to international investments involving Eastern European private and governmental entities.  The Law Offices of John J. Gallagher facilitate international investments in emerging and developing economies by utilizing the firm's extensive network of local experts and insider contacts in Eastern European countries.  The firm has also established practice in various areas of litigation including international and domestic industrial and commercial litigation, private and corporate matters, and product liability.

Mr. Gallagher is a member of the Philadelphia and American Bar Associations, the Pennsylvania Trial Lawyers Association, and the Association of Trial Lawyers of America.  He has a bachelor's degree from LaSalle College and a J.D. from the University of Pennsylvania.

Robert Hall, Product Manager, Analytical Graphics, Inc. - "Real-Time Visualization and Analysis of Mir De-Orbit"

Robert Hall is one of AGI's product managers for its Satellite Tool Kit(R) (STK) suite of software. Hall joined AGI in 1997 as the director of Technical Services. In 1998 he became the director of Video Production Services, providing technical support and direction to AGI's video team.  In 1999, when AGI formed an anomaly response team for rapid intervention with customer anomalies, he took on those leadership responsibilities, as well.  Hall then moved away from the video department and took over AGI's Engineering Services efforts as director of Engineering Services (including Flight Services).  In 2001, as director of Flight Services, Hall led AGI's efforts with TSNIIMASH on the Mir deorbit, traveling to the TsUP in Korolev to participate in the activities.  Subsequently, he was promoted to product manager of STK in 2002.  In this role, Hall still serves as the focal point for engineering services efforts and has taken the lead on STK training classes.

Prior to joining AGI in 1997, Hall spent 11 years as a system engineer working for Lockheed Martin and General Electric on the DSCS III satellite program.  He worked on many orbital operations issues, starting as an attitude control subsystem engineer and moving on to supervise all spacecraft bus subsystems and eventually all systems.  Hall was the single focal point for all on-orbit anomalies with the constellation.  In 1996, he became manager of DSCS Orbit Operations.  During his tenure at GE/LM, Hall played a key part of the DSCS launch team, participating on six separate launch teams.

Hall joined GE in 1986 after leaving Lockheed Martin, where he worked day-to-day satellite operations at Sunnyvale Air Force Station (now Onizuka Air Force Base).  While there, he was part of the launch team for two DSCS launches, including serving as the team lead for the dual DSCS III launch on the space shuttle in 1985.

Hall earned a bachelor's degree in physics from New York University in 1981.

In addition to his aerospace experience, Hall is a nationally certified Firefighter Level II, a nationally certified Fire Officer Level II, and former Chief of Department of the Centre Square Fire Company in Blue Bell, PA.

Vitaly Brukhman, EPAM Systems.

Vitaly Brukhman is an Information Technology Industry professional and entrepreneur.  Throughout his career, he has led efforts to deliver technology solutions to clients in banking and financial trading services, utilities, telecommunications, and other sectors.  Mr. Brukhman oversees business communications and technical aspects of software development projects at EPAM Systems (www.epam.com), a global IT outsourcing company with offices in the U.S., Russia, Eastern Europe and China.  Please feel free to contact Mr. Brukhman by email at vitaly_brukhman@epam.com.

Val Kogan, President, Mid-Atlantic - Russia Business Council

Val Kogan is the Founder and President of the Mid-Atlantic - Russia Business Council.  The Council's goal is to facilitate the involvement of American companies based in Pennsylvania, Maryland, New Jersey, and Delaware in the expanding markets of Russia and the Newly Independent States, as well as to attract Russian businesses to the Mid-Atlantic region.  Since 1995, Mr. Kogan has been the chairman of the Pennsylvania-Russia Business Opportunities Symposium - the region's major semi-annual event dedicated to promoting business opportunities in Russia and the NIS.

Mr. Kogan has served as a member of the international committees of several Pennsylvania and New Jersey Chambers of Commerce and as a "Team Pennsylvania" Ambassador.  He is also a member of the International Council of Delaware, World Trade Center Institute in Delaware, World Trade Center Institute in Harrisburg, the Foreign Policy Research Institute, the World Affair Council, the Eastern Technology Council, the HUBS Partners in Progress Program, Global Business Roundtable, Federation of International Trade Associations, and the United States Industry Coalition.   Mr. Kogan also has served as a Chairman of the Board of the Creative Collective Arts Center, a Philadelphia non-profit organization organizing Russian cultural events throughout the Delaware Valley.

Mr. Kogan was born in Moscow, Russia.  He holds MS degree from the Moscow State University Faculty of Economics, Statistics and Information.  Before coming to the United States, Mr. Kogan held executive positions in Russian companies (BBB, "Ritm") engaged in international trade development and has conducted economic analysis and research at the All-Russia Institute of Economy of Mineral Recourses (VIEMS). Mr. Kogan has published numerous articles related to business development in Russia and other Newly Independent States.

John Tesoriero, Executive Director, State of New Jersey Commission on Science and Technology

John V. Tesoriero, Ph.D. is the Executive Director of the New Jersey Commission on Science and Technology. The New Jersey Commission on Science and Technology was formed in 1985 to foster a strong technology-based economy within the State through the development of a vigorous technology infrastructure, stimulation of academic-industrial collaboration, identification and support for viable new technology initiatives, and support for technology business development activities.  As Executive Director, Dr. Tesoriero has guided the expansion of New Jersey's business incubation network to more than double the number of incubators in the state. He manages a $5 million annual investment and assistance program for early stage technology companies and directs the State's $12 million annual investments in fostering excellence in new areas of technology research at our universities.

Dr. Tesoriero is a former, tenured research and administrative faculty member of the University of Medicine and Dentistry of New Jersey, where he served as Program Director for the Medical Anatomy Program of New Jersey Medical School and Director for Basic Science Education and Research for the School of Health Related Professions.   He also served as Corporate Director for Research and Sponsored Programs with Cathedral Healthcare System, Inc. in Newark.  Dr. Tesoriero has also been a leader in a number of HIV/AIDS related civic activities throughout northern and central New Jersey.  Dr. Tesoriero received his Ph.D. in Cell Biology and Human Anatomy from the State University of New York (SUNY) at Brooklyn.  He also holds a Master of Science degree in cell biology and a bachelor's degree in biology from Fairfield University.  He has written numerous scientific articles, a medical textbook, and lectures on grants and grant administration.

Janet Driscoll, Manager, N.Y. Region, World Trade Centers Association

Alexey Ruzhin, Deputy Trade Representative of the Russian Federation in the USA, Head of NY Office, Consul Commercial

Alexey Ruzhin has served as Deputy Trade Representative of the Russian Federation in the USA and is also Head of the New York Consul Commercial Office since 2000.  Prior to this, from 1992 to 2000, he was Deputy Head of the Department for Regulation of External Economic Activities of the Ministry of Trade (now the Ministry for Economic Development and Trade of the Russian Federation).  From 1989 to 2002, as a Trade Representative of the USSR/Russian Federation in Havana, Cuba, he worked to enact Intergovernmental Programs of economic and technical cooperation between the two countries.

Mr. Ruzhin studied under the Faculty of Law and Economics at the Peoples' Friendship University named after Patrice Lumamba in Moscow.  He was also a student of the Financial Academy of the Government of the Russian Federation, and a 1995-1997 participant in the American Law Center in Moscow sponsored by the School of Law of the Emory University (USA) & Russian Legal Academy.

John Zimmerman, International Science and Technology Center Programs, U.S. Department of State - " 'New Era' in U.S.-Russian Relations and Implications for Business Development"

John Zimmerman is an official involved with the International Science and Technology Center (ISTC) in Moscow and the Science and Technology Center in Kiev, Ukraine (STCU). These two science centers are dedicated to preventing the spread of Weapons of Mass Destruction knowledge and expertise by engaging former Soviet weapons scientists and engineers in peaceful civilian research and ultimately by providing these scientists with opportunities to redirect their skills toward permanent civilian careers. The United States has been the largest contributor of funding to these two science centers, committing over $150 million to projects and other activities through the Science Centers program.

Ali Demirci, U.S. Industry Coalition - " The DOE's IPP program and its Commercialization Successes"

Ali Demirci is a part of the Project Finance division of the United States Industry Coalition, Inc. (USIC).  USIC is a membership association of over 140 U.S. companies which acts as the commercialization agent for the Initiatives for Proliferation Prevention (IPP) program of the National Nuclear Security Administration at the U.S. Department of Energy (DOE). IPP's mission, in partnership with USIC and 11 U.S. national laboratories and manufacturing plants, is to provide meaningful employment for scientists and engineers in institutes of the former Soviet Union by commercializing technology they developed as part of their work on weapons of mass destruction.

Jenée Petersen, Chris Hilton, U.S. Civilian Research and Development Foundation - "Next Steps to Market" program

Jenée Petersen, Associate Program Manager for Industry Programs

Ms. Petersen earned a degree in Business Administration from the George Washington University and heads CRDF's industry outreach initiatives. Currently, this entails collecting and disseminating materials to facilitate collaborations between scientists in the former Soviet Union and U.S. companies. She also coordinates the development of Industry Programs outreach material and Web pages. Previously, Ms. Petersen promoted foreign direct investment in the Vaud region of Switzerland for Global Communicators, a public relations firm in Washington DC.

Chris Hilton, Associate Program Manager, Travel Grant Program

Mr. Hilton currently manages CRDF's Industry Travel Grant Program, which annually funds approximately 150 scientists and engineers from the former Soviet Union to travel to the U.S. to meet with for-profit companies and attend trade shows and conferences. Prior to joining CRDF, he held positions with The Moscow Times, The G7 Support Implementation Group in Moscow, and the International Visitors Center of Chicago. He also earned an advanced degree in Russian and East European Studies from Georgetown University's School of Foreign Service.

Daniel Cannistra, Ernst and Young LLP - "An Update on Russia's International Trade Initiatives -- Including a Review of the Implications of Russia WTO Entry."

Mr. Cannistra is the Senior Manager of Ernst and Young's International Trade and Customs Practice in Washington, D.C. Prior to joining Ernst and Young, Mr. Cannistra was an associate at Hogan and Hartson L.L.P. where he provided corporate counseling with a focus on international trade and litigation.  From 1988 to 1998, Mr. Cannistra was with Economic Consulting Services, Inc., ("ECS") a Washington-based consulting firm specializing in international trade and taxation. As Vice-President at ECS, Mr. Cannistra co-directed the firm's antidumping and countervailing duty practice.  In 1997, Mr. Cannistra was selected by the United States Trade Representative to serve on the roster of international trade experts to resolve antidumping disputes involving NAFTA members. Between 1996 and 1998, Mr. Cannistra was an international trade consultant to the governments of Guatemala and Singapore.


Mr. Cannistra holds a J.D. from American University's Washington College of Law, an M.A. in International Economics from SUNY Albany, and a B.A. in Economics from SUNY Oswego. Mr. Cannistra is admitted to the bar of Maryland, the Court of International Trade and the Court of Appeals for the Federal Circuit

Arthur L. George, Partner, Baker & McKenzie - "The Legal Environment for High Technology Business in Russia"

Arthur L. George is a Partner in the Chicago office of the international law firm Baker & McKenzie.  He represents clients in the establishment and operation of joint ventures, in making cross-border acquisitions, and in the various aspects of international commercial transactions and the establishment of operations abroad, including distribution arrangements, contract manufacturing, licensing, franchising, agency and representation agreements, and foreign branch and representative offices.  He has a geographical specialty in Russia and the other countries of the former Soviet Union and Eastern Europe, and he was stationed for over 8 years in the Firm's offices in Moscow and St. Petersburg, which he founded.  He also advises clients on international trade regulations and corporate compliance issues, in particular the U.S. Foreign Corrupt Practices Act, the OECD Convention and foreign anti-corruption legislation.  In Chicago he heads the office's Europe and Middle East Practice Group and the Firm's CIS practice in the United States. 

Mr. George is the author of numerous books and articles on the legal aspects of doing business in the former Soviet Union.  In Chicago he is Chairman of the Chicago-Moscow Sister Cities Committee.  Mr. George received his B.A. degree (summa cum laude) in History and Russian in 1979 from the University of Colorado.  He received his J.D. (with honors) in 1983 from George Washington University Law School, where he was Editor-in-Chief of the George Washington Journal of International Law and Economics.

John Gallagher, Chairman, CTG Software, Inc. - "Software Development in Russia in Cooperation with the U.S. Department of Energy."

James MacFarlane, Atlantic Logistics - "Staying the Course to Achieve Success in Russia "

James MacFarlane is senior vice president of Atlantic Logistics, Inc., a project management company based in Collingswood, New Jersey providing comprehensive project management and consultation services in marine transportation, spare part inventory control, software development and sales of surplus equipment.  He also serves as President of Atlantic Commercial Material, Inc., a U.S. company registered as the major joint venture partner with the Russian company Metline.  Metline purchases high quality secondary steel products in Russia and sells the raw material to steel mills worldwide.  Mr. MacFarlane is responsible for marketing the product and arranging for shipment out of the Port of St. Petersburg.  Mr. MacFarlane has spent the last 10 years working on the development of Russian business.  Recently he has negotiated commercial contracts for the delivery of innovative technology, including software products developed by Russian engineers which is used to manage inventory control in the marine industry.

Mr. MacFarlane received his college education at St. Andrews College, Scotland.  While not a trained scientist, Mr. MacFarlane has pioneered close collaborations with science intensive engineers throughout his business career in Russia.  In 1996 Mr. MacFarlane was recognized for this effort when he was elected as a full academic member of the prestigious St. Petersburg Engineering Academy.

Charles Hecker, Senior Consultant and General Manager, Control Risks Moscow

Charles Hecker joined Control Risks in February 1997 after working for two years as a reporter for The Moscow Times, an English-language daily newspaper in Russia. Charles covered a wide variety of economic, political and social issues, including aerospace and aviation, telecommunications, and Moscow city council. Investigative assignments included a report on a Russian biological weapons factory in Ekaterinburg, and an overview of the Russian Space Agency that involved a visit to the Baikonur Cosmodrome in Kazakstan.

In Control Risks' Corporate Investigations division, Charles has advised dozens of clients on how to minimise the risks to direct investment into the former Soviet Union.  He has also helped several major multinationals solve problems with existing investments. He has extensive experience in the fields of construction, aviation and aerospace, telecommunications, alcoholic beverages, pharmaceuticals, and forestry and timber, among others.

Charles graduated with honors in Russian and Soviet Studies from the University of Pennsylvania and gained a Masters degree from the Russian Research Center at Harvard University, where he was awarded a fellowship for distinguished work in the field. Charles first worked as a reporter at The Miami Herald, in Florida, where he covered local and regional news and also wrote investigative reports. His work there with a team of other reporters was a finalist for the Pulitzer Prize.

Leo Dadone, Boeing-Philadelphia

Mr. Dadone has been with the Rotorcraft Division of the Boeing Company for 36 years.  As Senior Technical Fellow and Advisor for rotorcraft aeromechanics, he is responsible for the support of Company programs, advanced rotor development, computational methods in aeromechanics, the application of Smart Materials to rotorcraft, and the assessment of foreign technology (primarily Europe, and including Russia).  Currently, he is also responsible for Technical Fellowship matters at the Philadelphia site.

He received his BS and MS degrees in Mechanical Engineering from the University of Pennsylvania in 1964 and 1966, respectively.  He served on AIAA and AHS Technical Committees and was chairman of the Aerodynamics Committee of the American Helicopter Society (AHS).

He was manager of the Aeromechanics Group at the Helicopter Division until 1991, when he entered the Technical Fellowship of the Boeing Company.  In 1995 he was made a Fellow of the American Helicopter Society.  Currently, he is the Boeing Executive Focal at the University of Maryland, and is on the Advisory Board of its Aerospace Engineering School.

Val Kogan, President, Mid-Atlantic - Russia Business Council

Val Kogan is the Founder and President of the Mid-Atlantic - Russia Business Council.  The Council's goal is to facilitate the involvement of American companies based in Pennsylvania, Maryland, New Jersey, and Delaware in the expanding markets of Russia and the Newly Independent States, as well as to attract Russian businesses to the Mid-Atlantic region.  Since 1995, Mr. Kogan has been the chairman of the Pennsylvania-Russia Business Opportunities Symposium - the region's major semi-annual event dedicated to promoting business opportunities in Russia and the NIS.

Mr. Kogan has served as a member of the international committees of several Pennsylvania and New Jersey Chambers of Commerce and as a "Team Pennsylvania" Ambassador.  He is also a member of the International Council of Delaware, World Trade Center Institute in Delaware, World Trade Center Institute in Harrisburg, the Foreign Policy Research Institute, the World Affair Council, the Eastern Technology Council, the HUBS Partners in Progress Program, Global Business Roundtable, Federation of International Trade Associations, and the United States Industry Coalition.   Mr. Kogan also has served as a Chairman of the Board of the Creative Collective Arts Center, a Philadelphia non-profit organization organizing Russian cultural events throughout the Delaware Valley.

Mr. Kogan was born in Moscow, Russia.  He holds MS degree from the Moscow State University Faculty of Economics, Statistics and Information.  Before coming to the United States, Mr. Kogan held executive positions in Russian companies (BBB, "Ritm") engaged in international trade development and has conducted economic analysis and research at the All-Russia Institute of Economy of Mineral Recourses (VIEMS). Mr. Kogan has published numerous articles related to business development in Russia and other Newly Independent States.

BALTIMORE, MARYLAND - The Pennsylvania-Russia Business Council and the U.S. Department of State announce a series of seminars on Russian Science & Technology Opportunities for U.S. Business. The eighth seminar of this series will be organized in association with the BISNIS U.S. Department of Commerce, the World Trade Center Institute - Baltimore, Baltimore U.S. Export Assistance Center,  The Technology Council of Maryland, and Maryland's Office of International Trade. This seminar will be held in conjunction with the annual TechTrends 2002 Conference and Exhibition. The seminar will take place from 6:30 P.M. to 8:00 P.M. on Wednesday, April 3, 2002 at the Baltimore Convention Center in Baltimore, Maryland.

Keynote presentations will be made by United States Congressman Curt Weldon, Co-Chair of the U.S. Congress - Russian Duma Working Group.  Opening remarks will be given by Ms. Maria Douglass, Senior Technology Implementation Manager of the International Science & Technology Center (ISTC) in Moscow. The ISTC is the larger of two Science Centers that serve as clearinghouses for cutting-edge research and development projects. These Centers provide a protective infrastructure through which U.S. businesses may fund projects in basic and applied research, technology development, and technology demonstration. Over 500 Science Center projects are underway throughout the NIS, many with major U.S. corporations. Included in these sessions will be presentations by U.S. corporations with significant transfer technology collaboration experience in Russia.

In keeping with the theme of the Global Security and Disaster Response Summit, this presentation will focus on Russian - American cooperation on behalf of global security. The presentation will discuss the Proliferation Prevention Program, a new dimension in U.S. - Russian cooperative efforts to reduce the global threat of proliferation of weapons of mass destruction. This program ultimately is designed to assist Russian scientists and engineers to transfer technical skills to the civilian sector.

WILMINGTON, DELAWARE - The Pennsylvania-Russia Business Council and the U.S. Department of State announce a series of seminars on "Russian Science & Technology Opportunities for U.S. Businesses." The fourth seminar of this series will be organized in association with and hosted by the World Trade Center Institute Delaware, in partnership with BISNIS U.S. Department of Commerce, Delaware Economic Development Office, Delaware State Chamber of Commerce, City of Wilmington, and Delaware Innovation Fund / Early Stage East, with promotional support from Interfax. The Seminar will take place from 8:30 am to 10:30 am, October 11, 2001 at the University & Whist Club in Wilmington, Delaware (click here for directions).

Program sessions will be led by representatives from the U.S. Department of State's Partners Program. The Partners Program, through Science Centers in Moscow and Kiev, offers U.S. businesses a protective infrastructure for funding basic and applied research projects, technology development, and technology demonstration research in the former Soviet Union. Included in these sessions will be presentations by US corporations with significant transfer technology collaboration experience in Russia. These presenters include a diverse group of representatives ranging from major corporations to small businesses, and from research universities to technology associations and foundations such as U.S. Industry Coalition (USIC) and U.S. Civilian Research and Development Foundation (CRDF). USIC members participate in the Department of Energy's Initiatives for Proliferation Prevention, a program partnering weapons scientists in the former Soviet Union with U.S. industry to transform weapons technologies into viable products for the global market. CRDF will present "Next Steps to the Market" program, which is intended to support projects designed to facilitate the commercial utilization of research results in the interest of all parties involved.

Subsequent seminars will be held in Pittsburgh, Pennsylvania on November 28, and a few additional locations later this year. Each seminar will highlight different institutes, scientists and projects in Russia.

Keynote remarks will be presented by Maria Douglass, Senior Technology Technical Implementation Manager of the International Science & Technology Center (ISTC) in Moscow. The ISTC is one of two Science Centers that serve as clearinghouses for cutting-edge research and development projects. The Centers provide a protective infrastructure through which U.S. businesses may fund projects in basic and applied research, technology development, and technology demonstration. More than 500 Science Center projects are underway throughout the NIS. Many major U.S. corporations are Partners or collaborators on these projects. The seminar will take place from 8:30 a.m. to 12:00 p.m., June 20, 2001 in Princeton University School of Engineering (EQuad) Olden Street, Room J323 in Princeton.

Program sessions will be led by representatives from the U.S. Department of State's Partners Program. Included in these sessions will be presentations by US corporations with significant transfer technology collaboration experience in Russia. These presenters will include a diverse group of representatives ranging from technology associations such as U.S. Industry Coalition and Russian-American Nuclear Security Advisory Council, major corporations to small businesses, and research universities. The seminar will take place from 12:30 p.m. to 4:30 p.m., March 12, 2001 in Schnader, Harrison, Segal & Lewis' main conference room, 38th floor, 1735 Market Street in Philadelphia. Opening remarks will be given by United States Congressman Curt Weldon, Co-Chair of the U.S. Congress - Russian Duma Working Group. Congressman Weldon has just recently returned from leading a Congressional delegation to Russia for a series of meetings with the Russian government.

Program sessions will be lead by representatives from the U.S. Department of State's Partners Program.
